gave a no confidence to the police chief. don harrison reports on what has changed. >> reporter: after the police union's and the counsel vote nod confidence in chief tier, he announced his retirement for august 1st. in a one paragraph statement the chief said in part, he has cherished the opportunity to serve the citizens of arundel county. in light of his retirement, the state is closing his criminal investigation of chief tier. >> our police department is in trouble. >> reporter: corporal brian with the fraternal order of police say they are worried about the future of the department. >> it's very, very tough. i'm concerned about where we are headed as an agency. >> getting a replacement may not be a smooth transition. >> where do you find somebody that wants to be the head of a police department appointed by

more on what happened. >> reporter: kelly , the mayor stopped short of directly criticizing bge for its response but said she and leaders of other large counties sent a letter to bg expe pepco in suburban dc asking what could have been done better. she said we could do more. baltimore and other jurisdictions asked whether they could get greater disclosure about where the power outages were. here in the city of baltimore, there were tens of thousands of people without power. the city had workers knocking on doors trying to find these people and in some cases rescue them in the intense heat we had after the power went out. they are asking for a study to find out where some power lines might be buried and whether that could be helpful. the mayor knows people needed help and hoping the power

companys will provide it in the future. >> with the heat continuing to rise and the length of times out power continued to lengthen, these people would need additional assistance, we were able to get that lift. our hope is moving forward we will be able to get it sooner. >> reporter: mayor asking bge to increase the number of tree trimming and limb trimming that goes on before the storm so when one hits it's not as serious. christian schaffer, abc2 news. >> was she concerned about the lack of resources or the response time? >> reporter: i think she was pleased with the level of resources put in here based on her comments. it's the people here in baltimore city without power in the heat that were in trouble and needed to be rescued.

cars crashed with a tractor trailer near atlanta.

it closed the road down for hours, look at the white car. it slid underneath the tractor trailer and two people died. scary moments for workers in manhattan. two workers on a scoff folding got stuck on the 40th floor of a skyscraper. firefighters had to cut through one of the windows to pull them through safely. the workers weren't seriously hurt but definitely shaken up. the hit abc game show wipeout makes us laugh when people stumble and crash. you will hear from one who says his crash landing saved his life. mystery on capitol hill. jesse jackson jr. hasn't been seen for weeks. we will hear what senators are saying about his disappearance coming up.
